You have to equip a "Capacitor Booster", which is a midslot item. You then load those charges (there are varying sizes) into the cap booster, just like weapons, and you can use that to inject cap in times of need.

I started playing ~6 months ago, went into lowsec my second day with a Rifter and got my first kill (and first loss) that same day. You can do it in a T1 frig, you just have to be prepared for losses and be very selective about your targets.
